What are "priorities", the "fitness levels" and how are they used?

When evaluating a website, it is important that its contents designed according to accessibility guidelines recommended by the W3C and WAI 508.
To find out if your site meets these guidelines (14 in total), there are sites that are responsible for validating our content based on a verification points (76 in total), each checkpoint is assigned one of three levels of priority.
• Priority 1 is for checkpoints that a developer must meet;
if not, some groups of people will be unable to access information from a site

• Priority 2, the developer must meet it without it
someone will find many difficulties in accessing information;
• Priority 3 the developer can satisfy, otherwise some people
find difficulty in accessing information.
According to the results, give us a series of recommendations and we can qualify as a function of 3 levels of fitness, the specification has three "conformance levels" for easy reference by other organizations:
• The level of adequacy " A '(A) includes checkpoints for priority 1;
• Level "Double A" (AA) includes priorities 1 and 2;
